CAS Safety Consulting helps you comply with California's Environmental Quality Act (CEQA) wildfire and evacuation analysis requirements. This analysis became mandatory in 2019 and was augmented by the California Attorney General's guidance at the end of 2022. Law enforcement — not firefighters — have jurisdiction over evacuations, including wildfire evacuations. CAS team members served as the former Sonoma County Sheriff and Assistant Sheriff. They personally planned and directed large-scale evacuations during the 2017 Sonoma County Complex Fires, including the Tubbs, Nuns, and Pocket Fires. At the time, these were the most destructive and largest wildfires in California's history. As a result of this firsthand experience planning and implementing large-scale evacuations during unprecedented wildfires, they experienced firsthand the importance of evacuation preparedness and planning.
Our core services related to CEQA analysis and project environmental review include:

- Providing recommendations to reduce or eliminate impacts of a development project for CEQA review.
- Evaluation of evacuation safety plans and risks posed by a development.
- Innovative approaches to ensure projects mitigate any impacts related to evacuation planning, traffic and fire risk modeling.
CAS Safety Consulting works collaboratively with developers, businesses, public agencies, EIR consultants and other project team members, such as fire and traffic experts. We work with your team to provide recommendations, analysis and reports on evacuations to meet the CEQA requirement. We recognize that each project location is unique and requires a tailored approach. Our goal is to provide evacuation recommendations that best minimize the public safety hazards associated with new developments in high fire prone areas.
